Membership Benefits

RPOA is a volunteer community association of the greater Rosario area on Orcas Island focused on improving communication within the community, promoting disaster preparedness, and advocating for the common interests of community members.

Unlike a road association or an HOA, membership in RPOA is not mandatory, and RPOA does not own or maintain any “common-area” real estate. Nor does RPOA have legal standing to enforce any CC&Rs that may exist in parts of the greater Rosario residential area.

Eligibility

RPOA membership is open to property owners within the Rosario community1 as depicted in the map below. Dues for 2023 are $10 per member for the year, where membership is currently by household, with one vote per household. A bylaws amendment to switch to membership on a per-person basis is pending.2

Mail a check and a letter

If you are unable to complete the membership form, you can send a letter along with your check. Include the following information:

  1. Current eligibility is by ownership of real property southwest of Olga Road whose principal vehicle access from Olga Road is via Rosario Road, Tomihi Drive, or Otter’s Lair Lane. Membership is by household. 

  2. Membership granted to each natural person separately provides easier, fairer voting and better aligns the organization’s income with its expenses. Membership by person, rather than by household/parcel, is the norm for voluntary community organizations like RPOA that are legally not home-owners’ associations (HOAs).
