Membership Benefits
RPOA is a volunteer community association of the greater Rosario area on Orcas Island focused on improving communication within the community, promoting disaster preparedness, and advocating for the common interests of community members.
Unlike a road association or an HOA, membership in RPOA is not mandatory, and RPOA does not own or maintain any “common-area” real estate. Nor does RPOA have legal standing to enforce any CC&Rs that may exist in parts of the greater Rosario residential area.
By joining RPOA, you will be helping to
- Provide avenues for communication among neighbors (such as e-mail discussion groups and other forums)
- Distribute relevant news and information within the residential community
- Prepare your neighborhood to weather a major natural disaster
- Keep RPOA alive and ready to represent your interests to third parties like Washington Water and Rosario Resort, should the need arise
- Help to build up a financial reserve that can be used, if ever needed, to defend the interests of the residential community and thereby help to protect your property value
- Give a common voice to you and your neighbors on issues that matter to you as a resident and/or property owner
RPOA’s board is committed to:
- Prioritizing transparency and open sharing of information
- Being frugal, running a tight ship, and not wasting your money
- Promoting communication and dialog among neighbors
- Respecting all members of the community
Eligibility
RPOA membership is open to property owners within the Rosario community1 as depicted in the map below. Dues are $10 per person for the year. (Each person is entitled to one vote per the current bylaws.)

Fill out and print the membership form and mail it, along with your dues check, to

Mail a check and a letter
If you are unable to complete the membership form, you can send a letter along with your check. Include the following information:
- primary applicant’s full name
- names of all adults in household
- if ownership is through a trust or corporation, please provide evidence of ownership
- address of eligible Rosario-area residence
- mailing address
- e-mail address
- telephone number
Please also include the statement “I agree to receive e-mail communications from RPOA.”
Please sign and date your letter.
